Request for Quotations

for Supply of Advertising Service: Airtime, Print Space, Digital Media of HEF promotion

(Reference No. MOH-GO-RFQ 25)

1. The Kingdom of Cambodia has received a Loan/ Grant: IDA Credit N0. 6394 from the World Bank toward the cost of Cambodia Nutrition Project which Ministry of Health is the Executive Agency (EA) of the Project. Cambodia Nutrition Project (CNP), with a total financing of $53.00M, is a multi-sectoral project which aims to improve utilization and quality of priority maternal and child health and nutrition services for targeted groups in Cambodia. The project will finance ‘priority maternal and child health and nutrition services’, a subset of interventions drawn from the Ministry of Health, MOH, Investment Case for Reproductive Maternal Newborn Child Adolescent Health and Nutrition (RMNCAH-N) in Cambodia.  Target groups include pregnant and lactating women and children in the first 1,000 days of life in Mondulkiri, Ratanakiri, Kratie, Stung Treng, Preah Vihear, Kampong Chhnang, and Koh Kong provinces. It intends to apply part of the proceeds of these funds to payments under the contract for Supply of Advertising Service: Airtime, Print Space, Digital Media of HEF promotion with Reference No. MOH-GO-RFQ 25.
2. The Advertising services are required within 15 months from the date of signing contract.
3. Interested qualified eligible suppliers are invited to obtain a copy of the bidding documents free-of-charge from the address given below by submitting a written application. Except for the submission of a written application, there shall be no other conditions for obtaining the bidding documents.
4. To be considered eligible and qualified a bidder must:
   1. Meet the eligibility criteria the World Bank.
   1. Have completed at least two contracts for supply of similar goods in the preceding 3 years (2022, 2023, 2024) of a value of each contract not less than $50,000.00.
   1. Have completed contracts with a total cumulative value equal to at least $200,000.00 in the preceding 2 years (2023 and 2024).
   1. Not be under any notice of suspension or disbarment issued by the Government or the World Bank.
5. Quotations must be delivered to the address given below on or before February 13, 2025 at 14:30 (Local time) Late Quotations will be rejected. Quotations will be opened in public immediately thereafter at the address given below in the presence of the Bidders’ representatives who choose to attend.
6. The Purchaser shall award the Contract to the Bidder whose offer has been determined to be the lowest evaluated quotation and is substantially responsive to the Bidding Documents, provided further that the Bidder is determined to be qualified to perform the Contract satisfactorily.
7. All quotations must be accompanied by performance securing declaration as described in the bidding documents. Any quotation not accompanied by one will be rejected as non- compliant

1. The quotation must be submitted on or before February 13, 2025 at 14:30 (Local time) as the followingaddress:

1. The Government and/or the World Bank will declare a firm ineligible either indefinitely or for a stated period of time, to be awarded a contract financed by the Government and/or the Development Partner respectively, if it at any time determines that the firm has engaged in fraud and corruption during the procurement and execution of this contract as described in ITB Clause 4.
2. A complaint may be made by any party at any stage of the procurement process. The procedure is described in Instructions to Bidders, Clause 21 of the Bidding Documents
