INVITATION FOR BIDS

1.​ ​The Kingdom of Cambodia has received a Loan/ Grant: IDA Credit N0. 6394 from the World Bank toward the cost of the Cambodia Nutrition Project (CNP) which Ministry of Health is the Executive Agency (EA) of the Project, and it intends to apply part of the proceeds of this loan/grant to payments under the Contract for supply of three procurement packages of goods below:
•​ ​Purchasing Airtime, print space, digital media for HEF Promotion, (Reference. no. MOH-GO-RFB 34).
•​ ​Print media merchandise for onsite roll out campaign (Back-drop, banners…), and onsite campaign (T-Shirt, Hanging Bag,) and Printing MPA, SAM OPD, SAM IPD (Reference no. MOH-GO-RFB 35)
•​ ​Printing and Installation of Billboard for MIYCN SBCC Promotion for HCs and RHs, (Reference no. MOH-GO-RFB 39).
2.​ ​The Ministry of Health now invites sealed bids from eligible and qualified bidders for Supply and Printing of the procurement package above:
3.​ ​Procurement will be conducted through National Competitive Bidding Procedures specified in the RGC’s Standard Operating Procedures on Procurement for All Externally Financed Projects/Program, under the laws and regulations governing public procurement within the Kingdom of Cambodia, and in accordance with the Financing Agreement and Procurement Regulations of World Bank.
4.​ ​This invitation is open to all bidders.
5.​ ​Interested eligible bidders may obtain further information from the Procurement Unit of the Ministry of Health; Mrs. Kou Raksmey, Chief of Procurement Unit, Tel: (855) 23 238 009, Email; kou.raksmey@yahoo.com and inspect the Bidding Documents at the address given below from 08:00 – 12:00 and 14:00 to 17:00 Hours, Monday to Friday, except public holidays.
6.​ ​Qualification requirements include:
•​ ​The bidder has satisfactorily completed at least two contracts for supply of similar goods in the preceding three years as specified in Bidding Documents (BDs) per contract.
•​ ​The bidder has completed contracts in the total cumulative amount equal to at least as specified in BDs per contract in the preceding two years (as specified in BDs).
•​ ​The bidder has availability of liquid assets through access to a line of credit or cash in bank account of an amount at least (as specified in BDs).
7.​ ​A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address given below and upon payment of a non-refundable fee $35.00 or its equivalent in Cambodian Riel (4,100.00 x $35.00 = 143,500.00 Riels). The method of payment will be Cash. The Bidding Documents will be collected in person at the discretion of the bidder. Other than payment of the non-refundable fee specified above, there shall be no other conditions for purchase of the bidding documents

9.​ ​Bids must be delivered to the address given below before or on December 03, 2025 at (as specified in BDs) (Local Time). Late bids will be rejected. Bids will be opened in the presence of the Bidders’ representatives and the project’s beneficiaries from the concerned local community who choose to attend in person at the address given below or on December 03, 2025 at (as specified in BDs) (Local Time).
10.​ ​All bids shall be accompanied by a Bid Securing Declaration as described in the Instructions to Bidders.
11.​ ​The Government and/or the Development Partner will respectively declare a bidder ineligible either indefinitely or for a stated period of time, to be awarded a contract financed by them, if it at any time they determine that the bidder has engaged in corrupt or fraudulent, coercive, collusive or obstructive practices in competing for or in executing a contract.
