REQUEST FOR EXPRESSION OF INTEREST

ICR Consultant for CNP Project (1 Position)

The Cambodia Nutrition Project (CNP), originally with a total financing of $53.00M, is a multi-sectoral project that aims to improve utilization and quality of priority maternal and child health and nutrition services for targeted groups in Cambodia. The project will finance ‘priority maternal and child health and nutrition services’, a subset of interventions drawn from the MOH Investment Case for RMNCAH-N in Cambodia. These priority services are aimed at reducing neonatal mortality, improving maternal and child nutrition, and improving routine immunization coverage (referred to herein as ‘priority RMNCAH-N outcomes’). The priority services were defined in accordance with the expectation of the Royal Government of Cambodia (RGC) to converge on interventions with known effectiveness to increase the sustainability and efficiency of RMNCAH-N financing. Target groups include pregnant and lactating women and children in the first 1,000 days of life, as well as the targeted areas of Mondulkiri, Ratanakiri, Kratie, Steung Treng, Preah Vihea, Kampong Chhnang, and Koh Kong provinces. These seven provinces were prioritized in the RMNCAH-N Investment Case due to their high burden (in absolute and relative terms) of lagging health outcomes, their relatively high deprivation using multidimensional poverty indicators, and their gaps in supply-side service readiness. The project is also being restructured to expand to the two new provinces, Banteay Meanchey and Pursat.
CNP was approved for implementation starting from mid of 2019 and closing by June 30, 2024, and was extended to June 30, 2026. The Ministry of Health is an Executing Agency (EA) for CNP’s Components 1 and 3.

The Ministry of Health (MOH) is recruiting short-term Individual Consultant for Developing an Implementation Completion and Result Report (ICR) for the Cambodia Nutrition Project (CNP).

​ ​Minimum Qualifications:

▪​ ​Minimum Master’s degree in Public Health, Economics, Management, and Business Management or a similar relevant professional degree from a reputable institution;
▪​ ​At least 10 years’ professional experience in project development management;
▪​ ​At least five (5) years’ experience in the monitoring-evaluation mechanism of performance indicators of projects;
▪​ ​Experience in conducting impact assessment of a similar nature;
▪​ ​At least 5 years’ work experience in a senior role in reviewing, assessing, structuring, or advising on long-term lending facilities.
▪​ ​Experience in leading or managing a socio-economic and impact assessment research team;
▪​ ​Strong communication and presentation skills in English and Khmer.

The selection process will be undertaken in accordance with the World Bank’s Guidelines “Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, updated version December 2019.

Dr. Prak Sophonneary, Project Director of CNP; and their updated curriculum vitae, indicating personal and technical skills, academic qualifications, experience in similar assignments, and experience in Cambodia and/or other developing countries along with the names of at least three (3) referees with contact information (e-mail address & telephone numbers).
